The problem
The form says "maximum 50 KB". Your photo is 4 MB. Every website that offers to fix this wants an upload, an email address, or both.

Pick the size the form asks for. The app works out how far it can go and stops at the best quality that still fits.
The details that matter
- It estimates a pixel budget from the target first, then searches quality inside it - typically four to six encodes. Repeatedly shrinking and re-encoding until something fits is what makes other tools produce a smeared result.
- A file already under the limit is returned untouched rather than re-encoded, because re-encoding a JPEG always loses something and there is nothing to gain.
- Signature mode lifts the contrast and neutralises the paper first. At a 20 KB ceiling, pen strokes on an off-white background are the first thing to disappear.
